Love him or hate him, you can't argue that Dick Cheney, Vice President in the George W. Bush administration, was a major fig ure during those two terms in office. It was Cheney who gave the order during the 9/11 attack that any threatening plane was to be shot down by the military. Leader ship was never a problem to Cheney. The former Vice President was also pivotal in framing the policy for the subsequent mili tary strikes against Afghanistan and Iraq.
