Under Perusahaan Listrik Negara's (PLN) procurement guidelines, power purchase agreements (PPAs) signed between PLN and IPPs of thermal power plants are for fixed terms of approximately 25 years, or for a maximum of 30 years after Commercial Operation Date (COD). Capacity payment, as part of the tariff, is a fixed payment calculated based on the installed capacity of the power plant with specific availability factor agreed to by an IPP and PLN. It is paid for each kilowatt of available (not necessarily dispatched) capacity.
