As the second largest market for telecommunications services in the world, Japan is a natural strategic hub for Cable & Wireless (C&W) for both the domestic market and as a base to extend its presence into the Asia-Pacific region. Few markets, however, are as tough to penetrate as the Japanese telecommunications industry which, to date, has been characterised by controlled competition and high connection tariffs.
