Phu-based public Services offered by China Telecom and China Netcom are quickly gathering steam on the mainland. China Telecom has expanded its PAS service to all tier 1 cities, while Netcom is spending almost US$60 million on PAS infrastructure for Beijing, having launched PAS services to 10 suburbs surrounding the capital in late-March. China added about 5 million PAS subs between January and April, giving it about 17 million, and PAS services are beginning to take market share away from both traditional fixed-line and mobile operators.
