The Chinese government's audit of leading operators is not part of the country's planned telecoms reforms, China's chief government auditor, Li Jinhua, has told local press. In September, the National Audit Office said that it would start a two-month audit on China Mobile, China Unicom, China Telecom, China Netcom and China Tietong, sparking speculation that the results of the audit would be used to make a final decision on telecoms restructuring. But Li says the routine audits are not part of the planned restructuring, under which Unicom is expected to sell its CDMA operation to China Telecom and merge with China Netcom. The industry consensus is that restructuring won't take place until 2009, as the government and the industry grapple with launching TD-SCDMA in time for Beijing's Olympics Games in August.
