Enabling Progress, Securing the Future

The United States remains a nation at war. A decade of protracted conflict and unprecedented levels of sustained force deployment have stressed our soldiers, our families, and the infrastructure and services that support them. We are adjusting our deployed force posture, yet as force levels in contingency theaters decrease, the demands on our installations will increase. We are also completing the realignment of the Army's global infrastructure, consisting of installations, depots, terminals, arsenals, testing facilities and the networks that connect them. At the same time, we are working to provide more efficiently the power and energy required by our installations, contingency bases, soldiers and equipment, while continuing to be good environmental stewards.
