This report assesses the impact on various states of the implementation of an additional protocol to their comprehensive safeguards agreement with the International Atomic Energy Agency (IAEA), with the aim of encouraging additional states to sign an additional protocol in order to strengthen nuclear safeguards worldwide. The report's main author, VCDNP Executive Director Laura Rockwood, surveyed a target group of 20 states, each of which falls into one of three categories, depending on the status of its nuclear activity. Despite reporting difficulties and challenges, especially as they encountered extra work on the part of the state or regional authority responsible for safeguards implementation, participants concluded that the benefits of an additional protocol based on the IAEA's 1997 Model Additional Protocol outweighed the costs. Part of achieving the maximum benefit to the state participant was to work with the IAEA in a transparent, proactive, and cooperative manner.
