Released during the Feb. 28-March 4 preparatory meeting on drafting an arms trade treaty (ATT) (see p. 33), this paper presents the argument for including small arms ammunition within the scope of the negotiations.This issue has strongly divided arms exporters. In particular, Wallacher and Harang take on the United States' claimed "red lines," explaining that these are based on the assumption that regulation of the ammunition trade would be logistically unfeasible and a source of conflict with domestic regulations. The authors argue that objecting states are already members of numerous regimes regulating small arms ammunition and that these existing international measures provide solutions on which an ATT can build.
