Both Thomas Enders and Kent Kresa believe there is a large capabilities gap between U.S. and European industries. Kresa said: "There is a sizable gap already that has been evolving all during the eighties and nineties." Enders considers the gap to be "significant," as demonstrated by U.S. operations in Iraq. Concerning European nations' military capabilities, Kresa said, "There are some areas where they have capabilities just as good as ours, where they have chosen to put money, and there are others where they have virtually none and that will widen as long as there is development at this end. But it is an incremental thing. Every year you have a gap, you're a little further apart, and then you say, 'At what point in the future will the gap be so wide that you can't come together'?
