When JoJo Bell, board president and director of exhibitions at the African American Interpretive Center of Minnesota (AAICM), began researching the life and work of Clarence "Cap" Wigington (1883-1967), she was already aware that the St. Paul municipal architect had designed the city's iconic Highland Park Water Tower. But she didn't know that Wigington's story connected with that of another black craftsman-Casiville Bullard (1873-1959), a stonemason and bricklayer who helped build the water tower.
