Most of us are familiar with the Burra Charter and its emphasis on heritage interpretation as an essential component of conservation. But on complex heritage sites undergoing major redevelopment, can the development process deliver meaningful and understandable heritage interpretation? Is it possible to retain an understanding of the place and legibility of past uses and functions in a way that is meaningful to people?
