Urban strolling as the measure of quality

'Afoot and light-hearted I take to the open road. Healthy, free, the world before me, the long brown path before leading wherever I choose.' When we address quality in architecture, are we talking about quality as in an object? Or rather about a quality assigned to the architectural object? Are we addressing the qualities as achievements of the object's excellence in the way in which it works upon people and the environment?
