An integrated competition policy to deter and defeat cartels

Collusion is a vital concern of competition policy. There is a tendency in discussions about anticartel measures to focus on the prosecution of collusive schemes. While the prosecution of cartel offenses is a critical element of an anticollusion program, it is inherently limited in its capacity to address the causes of cartel arrangements and to frustrate cartel coordination. This article suggests an approach that integrates several policy techniques that seek to improve the detection and prosecution of cartels and to address commercial and public policy phenomena that contribute to the formation and successful operation of cartels.
