Credibility problem

This year is particularly important for U.S. telecom companies with operational or cost exposure to international markets. More than 40% of humanity joined the WTO telecom liberalization club this year in the form of India and China, and the U.S. Trade Representative likely will pay them special attention in its annual review of WTO telecom compliance, now underway. At the same time, the FCC is reviewing its settlements policy, with a view to reducing its benchmark rates to promote further savings while perhaps extending them to mobile termination.
