Communities across the United States are experiencing growth that is pushing the limits of their water and wastewater infrastructures. With aging facilities and equipment, combined with added requirements to meet health standards, cities and towns often face a lack of resources, time, and funding to upgrade or replace their systems with the most effective long-term solutions. The US population is expected to grow from 300 million in 2006 to an estimated 420 million by 2050 (US Census Bureau, 2004). As a result, more communities will be challenged to appropriately fund projects needed to expand service and provide clean, safe drinking water and wastewater.
