The consulting firm Black & Veatch has signed an agreement with SembCorp Utilities, a subsidiary of SembCorp Industries Ltd., to provide full design engineering services for the 50-mgd Changi NEWater Plant in Singapore. In January 2008, SembCorp was awarded a design-build-own-operate contract for the plant, the fifth and the largest NEWater plant in Singapore. The project includes an agreement that the plant will supply PUB, Singapore's national water agency, with NEWater for the next 25 years. NEWater is produced by purifying treated used water using advanced treatment processes including microfiltration or ultra filtration membranes, reverse osmosis membranes, and ultraviolet technologies. NEWater already meets more than 15% of Singapore's total daily water needs. With the addition of the Changi NEWater Plant, NEWater is expected to meet 30% of Singapore's daily water needs for domestic and nondomestic sectors by 2011.
