Many utilities are struggling to achieve compliance with the Stage 1 and 2 Disinfectants/Disinfection Byproducts Rules, at least partially because of the types of unexpected changes in water quality in source waters. This article outlines a methodology to develop a site-specific, full-scale, long-term planning tool for utility managers. The long-term planning tool can help utilities identify the influent water quality boundaries that their treatment plants can effectively address and thereby comply with current and future disinfection by-product rules. Therefore, the tool can also help water resource and operations managers secure various supply sources and produce acceptable influent water quality. This will not only expand the water supply, but also improve the degree of compliance certainty. The water industry can prioritize the research and development efforts to reduce the treatment cost by either modifying the existing unit process or developing new ones.
