Development of a Water Infrastructure Finance Innovations Authority

There has been much discussion in the past year about developing a water infrastructure bank to help increase the investment in US water and wastewater infrastructure by providing a source of low-cost capital. Among other ideas, there has been a suggestion that private equity firms might capitalize such a bank. AWWA has been at the forefront in developing ideas for a "water bank" and has explored various ways to capitalize it, including private equity. The association does not believe that private equity is the answer. However, before explaining why, it would be helpful to review how the association thinks the bank should be structured, how it should operate, and what it should do.
