On China’s Development Finance Innovation and Financing Performance Appraisal System

摘要

China's development finance implements government development goals by financing those magnitude projects and capital construction. With dual targets, development finance performance is hard to be evaluated. To deal with the dilemma between the two targets, it is nessceary to divide the financial operations of development banks into pure policy-oriented and pure market-oriented ones and evaluate their performance respectively. Establishing a set of appraisal system through financial innovation is the only way to achieve government development goals and to practically improve the capital utilization efficiency.
