It's been more than a year since the federal government enabled shippers to enter into arrangements with non-vessel-operating common carriers that resemble the confidential contracts allowed between shippers and ocean carriers. Yet the industry's awareness of the concept of these NVO service arrangements, or NSAs, remains low, according to a survey of shippers conducted by BDP International, the National Industrial Transportation League and American Shipper in March and April.
