Paris-Despite four years of high oil prices, the International Energy Agency predicts increasing market tightness beyond 2010, with Organization of Petroleum Exporting Countries' spare capacity declining to minimal levels by 2012. According to the July Medium-Term Oil Market Report, a stronger demand outlook, together with project slippage and geopolitical problems, will lead to a decrease of 2 million barrels a day in OPEC spare capacity by 2009. Despite an increase in biofuels production and a bunching of supply projects over the next few years, the IEA says it expects OPEC spare capacity to remain relatively constrained before 2009, when slowing upstream capacity growth and accelerating demand from countries outside the Organization of Economic Cooperation and Development demand once more pull it down to uncomfortably low levels.
