House-Passed Bill Would Put Kibosh On Funds For National Ocean Policy

With passage of HR 3080 in late October, the U.S. House of Representatives approved a provision by Representative Bill Flores, R-Tx., that the National Ocean Industries Association says would prohibit further implementation of coastal and marine spatial planning (CSMP) under the national ocean policy (NOP) President Obama established by executive order. According to NOIA, Flores' amendment was added by a bipartisan 225-193 vote to the Water Resources Reform and Development Act, legislation pertaining to water resource programs and U.S. Army Corps of Engineers projects.
