A New York federal judge has signaled the end of litigation over liability related to the Sept. 11 terrorist attacks, issuing an order praising a mediator for a near-perfect case settlement record.rnThe March 4 order by U.S. District Al-vin K. Hellerstein signed offon settlements in 92 of the 95 cases filed by families of the dead, as well as injured victims. The order was written to accept the report of mediator Sheila L. Birnbaum, and to "comment on her invaluable work," wrote Hellerstein.
