International response to global warming began in 1992 at the Rio Earth Summit, where the UN Framework on Climate Change was adopted. In 2009, international entities formalized a commitment to sustainability. Then-President Obama pledged that the U.S. would reduce greenhouse gas emissions by 20 percent by 2020. That same year, the Portland Sustainability Institute launched EcoDistricts, an umbrella organization to help cities remove implementation barriers caused by a lack of comprehensive policies and frameworks at the municipal level. This approach requires assessment, funding, public policy support and active community participation. Today, ecodistricts are a leading force in collaborative sustainability development. They work with key stakeholders representing municipalities, urban design, sustainability, architecture, planning, civic engagement, social justice, economic development and project finance.
