Over ten years from 1998, there was unprecedented growth in passenger numbers at Dublin Airport in Ireland. Much of the increase could be attributed to the expansion of based low-cost carrier Ryanair but some was a result of a government policy of giving the Irish people financial benefits for saving money. Called the Special Savings Incentive Account, it was initiated in 2001 in an effort to boost the economy and matured in 2006. This meant that nationals had extra money to spend (for instance on holidays) and has been attributed to helping the growth in numbers at the airport.
