London [Special to ATW7-A UK parliamentary report concluded that London Heathrow was not ready to cope with last December's snow and ice storm that its owner, BAA, failed to invest in sufficient snow removal equipment despite the fact that winter 2010-11 was the UK's third coldest and severest winter in succession. The report analyzed the impact of the weather diat caused LHR to close Dec. 18-20 as taxiways and runways iced over and aircraft froze to the tarmac. Thousands of flights were cancelled.
