THE 'DATALINK IMPLEMENTING RULE': CPDLC BECOMES MANDATORY

The European Commission told Euro-control in May 2005 that it was looking for a so-called Single European Sky "implementing rule" which requires airlines and air navigation service providers to have the right datalink equipment both on the ground and in the skies. Three possible alternatives are under consideration for development of this implementing rule. The choice behind these alternatives is important as it will set the standards for years to come and provides regulatory coverage of the enabling technology to support a number of initial context-management and controller-pilot datalink communication (CPDLC) services.
