On September 9, 2002 (67 FR 57159-57169), EPA revised the 40 CFR Part 61 national emission standards for hazardous air pollutants (NESHAP) applicable to radionuclide emission points at U.S. Department of Energy (DOE) and other non-DOE federal facilities. The September 9,2002 revisions to Part 61, Subparts H and I require new or reconstructed affected facilities to use a new sampling methodology. In Subpart H, emission standards are established for facilities owned and operated by DOE. Subpart I covers radionuclide emissions from non-DOE federal facilities that are not licensed by the Nuclear Regulatory Commission. Both standards require emission sampling, monitoring, and calculations to demonstrate compliance. In addition, the September 9, 2002 final rule revised the quality assurance (QA) requirements in the EPA reference method for measuring radionuclide emissions from stationary sources. The new QA specifications in Appendix B to Part 61, Method 114 now prescribe periodic maintenance, calibration, and field checks for radionuclide sampling systems.
