Final MACT Standards Issued for Stationary Internal Combustion Engines

On February 26, 2004, the EPA issued final maximum achievable control technology (MACT) standards for stationary reciprocating internal combustion engines (RICE). The new MACT standards apply to stationary RICE with a manufacturer's rated capacity (at the site conditions where the engine is installed) of more than 500 brake horsepower (bhp) and that are located at major sources of hazardous air pollutants (HAPs). Stationary RICE being tested at test cells/stands are excluded. A stationary RICE is any nonmobile RICE that uses reciprocating motion to convert heat energy into mechanical work. Although signed by the EPA Administrator February 26, 2004, as of May 23, 2004, the final standards had not yet been published in the Federal Register.
