Stay of Selected Provisions in NSPS for New Petroleum Refinery Units Extended Indefinitely

On June 24,2008 (73 FR 35838), EPA revised the current new source performance standards (NSPS) for petroleum refineries. In addition, the agency issued separate NSPS for new, modified, or reconstructed process units at petroleum refineries. The standards for new petroleum refinery process units include emission limits and work practice requirements for fluid catalytic cracking units (FCCUs), fluid coking units, fuel gas combustion devices, sulfur recovery plants, and flares. The new standards reflect EPA's assessment of changes in emission control equipment and techniques that have occurred since the NSPS were originally issued.
