Costs and Benefits of the Clean Air Act Amendments

In a March 2011 report, EPA estimated the costs and benefits of CAA programs implemented under the 1990 CAA Amendments, relative to a hypothetical baseline that assumed control programs established under the 1970 CAA and the 1977 Amendments stayed fixed at their 1990 levels of scope and stringency. The agency estimates that the benefits of reducing fine paniculate matter and ground level ozone pollution under the 1990 Amendments will reach approximately $2 trillion in 2020. This compares to the estimated direct costs for compliance in the year 2020 of $65 billion.
