Until the first airlines were established there in the early 1920s, the pack-horse was the main form of transport in many areas of Latin America. For Mexico, the region's second biggest country and the world's 14th largest, rugged terrain was not the only issue. Relatively few government regulations encouraged the formation of many airlines in Mexico during the 1920s and 1930s, but few survived for long. Mexicana's heritage can be traced backto 1921 and the establishment by two expatriate Americans, L A Winship and Harry J Lawson, of Compania Mexicana Transportacion Aerea SA (CMTA). The new airline received government permission to carry wages for oil industry workers from Mexico City toTampico on the Gulf of Mexico. The carrier operated a pair of Lincoln Standard two-seat biplanes for a variety of duties, including carrying mail and aerial photography.
