On March 23, 1972, Gen. John D. Lavelle—seven months into his tour as the four-star commander of 7th Air Force in Saigon—was suddenly recalled to Washington. On April 7, the Pentagon announced that Lavelle had retired "for personal and health reasons." Replacing him as the senior Air Force officer in Southeast Asia was Gen. John W. Vogt Jr., formerly director of the Joint Staff. Vogt's promotion had been expected, but the assumption was that he would be assigned to Europe.
