NATO has renewed its commitment to maintaining a "nuclear alliance," agreeing as well to develop a defensive shield to protect Europe from ballistic missile attack. Following a Nov. 19 member summit, NATO issued a statement that as long as nuclear weapons remain in the arsenal of potential adversaries, "deterrence, based on an appropriate mix of nuclear and conventional capabilities, remains a core element of our overall strategy."
