As implementation of the 2011 Budget Control Act looms ever closer-which would result in an automatic, additional half-trillion dollars in defense cuts in January, called a "sequester"-industry groups, members of Congress, and academics tried to sound the alarm in hopes that Congress will act to stave off financial disaster. 1.
