While the LSI potential for OCIs is an important issue, the OCI issue has served primarily as a distraction because of its ability to attract media and Congressional attention. The more significant issue here, although perhaps less interesting to the casual observer, is how OCIs in relation to LSIs are but a symptom of a larger problem: the larger problem is the lack of an adequate defense acquisition workforce to effectively develop and manage the desired major programs.
