It's no secret that the wheels turn interminably slow inside the legislative halls of Washington, D.C., especially from the point of view of pilots who are accustomed to spraying crops at speeds of 150 mph or more, but the National Agricultural Aviation Association had two important tools-patience and perseverance-to guide them successfully through the first three dozen years of existence. The early part of the 21st century proved to be no different.
