After laborious negotiations between the moderate and conservative wings of the General People's Committee (equivalent of the government), Ali El Sogher Mohamed Saleh was finally picked as new acting boss of Libya's National Oil Corporation (NOC) on Sept. 29. As AEI reported in its last issue, Saleh had replaced the former NOC chief, Shokri Ghanem, at the latest conference of the Organization of Petroleum Producing Countries (OPEC) in Vienna on Sept. 9-10.
