Prime Minister Hamed Bakayoko recently tore up standard ministerial protocol. The losers in these new arrangements are ministers who enjoyed the highest profile under his predecessor Amadou Gon Coulibaly, who died last July. In the new hierarchy that Bakayoko has introduced, the number two in the government will henceforward be the foreign minister Ally Coulibaly (no relation to the late PM), who is a close friend of the presidential couple. In the new pecking order, this puts him ahead of the education and technical training minister Kandia Kamissoko Camara, who in turn is ranked far above several holders of what were previously some of the highest offices of state, even though she is not the longestserving member of the government.
