Total makes development of block 11B/12B conditional on publication of Petroleum Bill

French oil major Total is running out of patience as the South African government procrastinates over publication of the country's future oil bill. A first version of the new law was made public in December 2019 but the final text has still not been submitted to parliament for adoption. The Petroleum Bill has been eagerly awaited for a number of years already and the oil groups have increased pressure on the government to have it brought into law following Total's second discovery of gas condensate on block 11B/12B at the end of October (Africa Intelligence, 11/11/20).
