Russian navy still negotiating spot for Port Sudan base

Providing a counterweight to last month's fast-paced alignment between the United States and Israel (Africa Intelligence, 23/11/20), the Sovereign Council's acceptance of a Russian navy base has been two years in the making and draws on longestablished ties with Russian generals (Africa Intelligence, 09/09/20). The future base is part of a 25-year military cooperation treaty, after a 10-year renewal period, that the president of the Sovereign Council Abdel Fattah al-Burhan and Russian president Vladimir Putin are expected to sign at the end of December. But the location of the base is yet to be decided.
