Ouattara plays stick and carrot with Gbagbo's passport

The small delegation that will be dispatched to Brussels this week-end by the Ivorian foreign minister Ally Coulibaly has been instructed to play a diplomatic game of stick and carrot as it will try to agree the terms for issuing a diplomatic passport to the former president Laurent Gbagbo, who is still stranded in the Belgian capital (see our revelations in Africa Intelligence on 13/11/20). As one team of Ivorian diplomats will seek to finalise the details with the ex- Ivorian leader (in exchange for his passport, the president's office wants assurances that Gbagbo will not sow political discord), another will engage in a curious and not entirely disinterested audit.
