Ras Lanuf refinery: UAE-based Trasta tries new angle of attack against Tripoli

Trasta Energy, the subsidiary of the Emirati group Al Ghurair that has operated the Ras Lanuf refinery since 2011, is hoping to be able to seek damages from Tripoli for having the 220,000-bpd site blocked for seven years. The refinery, located in Ras Lanuf, 200km east of Sirte, is the UAE's largest asset in Libya. It has been at a complete standstill since 2013 and there are no plans to resume operations any time soon. After having lost two arbitrations before the International Chamber of Commerce (ICC) against Libya's National Oil Corp (NOC), Trasta has decided to hit higher up. It accuses the Libyan state of not having done enough to protect its investment since the outbreak of the civil war in 2011.
