The new deal: procuring the Harrier

Hawker siddeley aviation's (hsa) contract with the rngovernment for its P.1127 development was a new departure in aircraft procurement, in that it was "fixed price". Essentially, HSA was contracted to develop, produce and deliver the aircraft to an agreed price. It is now hard to believe that military contracts before this had all been "cost plus", in which the contractors submitted their bills for the work undertaken and then, after due scrutiny, were paid those costs plus a profit margin.
