In the late 1930s the RAF was very much a pilot's air I force, and run to a remarkable degree like what has been dubbed 'the best flying club in the world'. Actual flying skill in formation work, aerobatics and 'good airmanship' were highly prized, but other essential skills were overlooked, mainly due to a lack of actual combat experience.
