Late in 1911 a boatyard named White's, near the district of Woolston on the River Itchen at Southampton, saw the arrival of 30-year-old entrepreneur Noel Pemberton Billing. An eccentric, restless character with several occupations already behind him, business flourished under his shrewd and forceful manager, Hubert Scott-Paine. Toward the end of 1913 Billing took premises at a second Woolston yard, this one named Oakbank.
