Tax season continued its strong start, according to the Internal Revenue Service, with the number and amount of refunds issued by mid-February up over last year. The average individual refund was also up from last year, at $3,366. At the same time, visits to IRS.gov were up over 20 percent from last year - a reflection, no doubt, of the service's constant warnings that its phone lines would be overloaded and wait times would be much, much longer.
