The UK remains one of the few countries in which the international private law concept of domicile is recognised in the tax system, and the debate over this is back in the spotlight. In 2003, the then Inland Revenue published a discussion paper on the taxation of non-doms, followed by significant changes for the non-dom tax regime in 2008. Since then there's been successive tinkering with the system.
