VAT Information Sheet 07/17 draws together HMRC's views arising from recent tribunal decisions concerning the definition of a 'new' building as regards the zero rate for new construction for certain residential and charitable purposes. This follows the Upper Tribunal decisions of Astral, Boxmoor and J3 Building Solutions.
