Determinants of Vehicle Choice in the Metro Manila: Consumer Preference for Low Emission Vehicles in the Philippines

Low emission vehicles (LEVs) such as LPG, hybrid electric and electric vehicles present a potential to improve air quality in urban areas due to its lower emission levels compared to conventional gasoline and diesel vehicles. However, developing countries like the Philippines still struggle with the issue of economic survival in the operation of the transport sector. Thus, it is important to determine what vehicle attr ibutes consumers actually prefer to identify strategies that will promote adoption of LEVs. For this research, a choice experiment survey was undertaken among vehicles owners in Metro Manila to model vehicle choice. Results show that there is more preference for diesel and hybrid electric engines than gasol ine engine. On the other hand, LPG and electric engines are least preferred. Preference for diesel engine can be attributed to low fuel price and better fuel economy. Aversion to LPG can be due to perceptions on its negative health impacts. Market share simulation results indicate that a combination of policies can increase share of LEVs with share of EVs as high as 19% share among respondents. However, assessment of potential EV adoption shows that only 9. 7% of respondents are potential EV owners based on their financial capability and daily travel.
